Yes. ISP-level targeting lets you select IPs from specific internet providers. Available ISPs depend on the country, but major providers like Comcast, BT, Deutsche Telekom, NTT, and others are all supported.
You choose. Random rotation gives you a new IP per request, which is ideal for scraping and data collection. Sticky sessions lock an IP to your connection for as long as you need, which is better for account management and social media.
